This company located in Richland, WA which is a joint action agency formed by the Washington state legislature in 1957, representing the convergence of small and big public power is seeking a Senior Estimator for a long term contract role. Their consortium of 27 public utility districts and municipalities across Washington takes advantage of economies of scale and shared services that help utilities run their operations more efficiently and at lower cost, to the benefit of more than 1.5 million customers.
They also provide operations and maintenance services for generating facilities owned by other utilities, and develops new power generation facilities to meet growing demand, has a key role in the Asset Management Department in supporting Construction Project Managers, Program Managers, Engineering Staff, and key Asset Management Personnel in providing cost estimating support functions.
These functions include but may not be limited to budget development/submission, detailed and comprehensive quantity takeoff, accurate cost evaluation, providing fair costs estimates to supply chain to use as benchmarking for bids, material and vendor quote solicitation, risk evaluation, estimate classification. The Senior Estimator is also responsible to work with an estimating team usually comprised of a project manager, engineering subject matter expert (SME), and anyone else deemed by the project manager to have the expertise necessary to complete an accurate estimate. The Senior Estimator reports directly to the Principal Estimator and/or the Business Planning & Risk Supervisor. Required skills include excellent time management, effective communication, efficiency, and fundamental estimating.
Essential Job Duties:
Identify cost risks, obtain vendor quotes and/or material quotes. Be able to document scope, schedule, and assumptions (Basis of Estimate). Perform quantity survey’s (take-offs) for all trades. Prepare properly qualified and clarified conceptual budgets based on minimal information. Keep abreast of the latest information, both internally and externally, that affects all aspects of costs used to prepare estimates. Be able to analyze alternate means and methods to determine the most cost effective alternate. Able to build effective relationship with design, management, and department team to support company vision, mission, and core values. Performs the following estimating duties. Update estimates when required. Establish complete understanding of project scope of work related to the request for budget. List comprehensive estimate in company format with detailed line items appropriate for the scope of work for each project. Participate in site visits if necessary to define scope and familiarity with the project.
The ideal candidate should possess a Bachelor’s degree, (not required) and at least 7 years of estimating experience.
Nuclear experience preferred not required.
Proficiency with MS Office Products. Ability to breakdown construction operations into a logical sequence of activities.
Ability to work in a team environment and fit in with company culture and processes.
Ability to work in a fast-paced environment in short windows of time.
Effective professional oral and written communication skills.
Possess strong work ethic and values that are above-reproach.
Strong organizational, interpersonal skills.
Attention to detail with the ability to recognize discrepancies.
