Children's Administration is currently recruiting for a dynamic and motivated Social & Health Program Consultant 3 - Behavioral Rehabilitation Services (BRS) Program Manager to join our team within the Division of Children and Family Services located in Tumwater, Washington*. *

In this role you will lead all professional staff, Region 3 area, in the implementation and utilization of programs; you will participate in developing, administering and monitoring social service programs and the program policies and procedures for use by staff and contractors.

Our ideal candidate will be an expert in risk management, treatment and safety planning for high risk, high needs youth.

Some of what you will be doing

  • Evaluate and determine eligibility for all children referred for BRS through attendance at FTDM meetings and review of a referral packet that is comprised of all required supporting documentation
  • Designated lead worker
  • Works closely with senior management to administer all aspects of service budgets including trend and issue analysis, service authorizations and practice recommendations
  • Determine appropriateness of and facilitates services for particularly high risk clients through gate keeping functions of BRS
  • Work in a close collaborative relationship with regulatory agencies and with contracted providers and community agencies
  • Collect and analyze data, statute and policy; write reports and policy
  • Coordinate and collaborate with other divisions of DSHS on programs having cross divisional impact
  • Provide Sexually Aggressive Youth/Physically Aggressive and Assaultive Youth (SAY/PAAY) technical support, consultation, policy interpretation, direction and oversight to agency staff
  • Identify problem or high risk areas of concern within the SAY/PAAY program areas, advise management and make recommendation
  • Coordinate and collaborate with other divisions of DSHS on programs having cross divisional impact
  • Regional lead for medically fragile youth
  • Provide consultation and support for the development of appropriate support plans and the implementation and documentation of the needs of medically fragile youth
  • Other duties as assigned

What we are looking for

  • Know and understand state and federal laws, policies, procedures and regulations of social, financial and health programs related to Child Welfare Services (CWS)
  • Know and understand the Child and Family Services Review (CFSR) requirements and state improvement plan
  • Know and understand the Braam Settlement Implementation Plan
  • Principles and practices of program planning, development, evaluation and consolation
  • Analyze and resolve complex problems related to social, financial or health programs
  • Strong written, verbal and interpersonal communication skills and ability to communicate effectively and respectfully with clients, management, peers and the public
  • Ability to maintain high standards of professional integrity and confidentiality

Who should apply

One year of experience as a Social and Health Program Consultant 2, Social Service Specialist 3, or Social Services Specialist 4 or above;

OR

Two years' of experience as a WorkFirst Program Specialist or equivalent work experience with automated eligibility systems;

OR

A Master's degree in social work, a health or social science, public administration or a related field AND three years' of professional experience in planning, administering, developing or delivering social, financial, health or chemical dependency treatment services programs;

OR

A Bachelor's in social work, a health or social science, public administration or a related field AND four years of professional experience in planning, administering, developing, or delivering social, financial or health service programs.

Additional qualifying experience will substitute, year for year, for the required education, except for the social work degree.

NOTE: A degree in Social Work must be from an education program accredited by the Council of Social Work Education.
