ABOUT THE POSITION: The Property Manager is involved in all aspects of day-to-day operations of the property, including compliance, tenant relations, maintenance and repair, security, janitorial services, landscaping, and other operational aspects of the building. They administer tenant service requests and must be familiar with the terms of tenant leases as well as supervises any assigned staff. This position both compliments and supports the Program Manager of the assigned program.

REPORTS TO: Director of Housing Operations


SCHEDULE: Days, Monday - Friday (plus on-call requirements)

Building Management

  • Prepare and serve legal notices to residents.

  • Undertake daily inspections evaluating the condition and cleanliness of the building. Identify anticipated needs of the exterior and common areas.

  • Coordinate with Maintenance staff to plan regular unit inspections and follow up as needed. Communicate unit condition concerns with key staff.

  • Communicate vacancies and assist Maintenance staff as needed with unit turn plans, complete move out report, and track CHA provided furniture.

  • Oversee fire code safety standards and emergency preparedness procedures.

  • Assist Maintenance staff to quickly resolve unit or building emergencies by remaining on-call afterhours.

  • Communicate with IT for all needs regarding office phones copiers, computers and other system support related issues.

Rent Collection

  • Ensure all resident rental records are complete and accurate.

  • Collect, post, deposit, and account for all rents received.

  • Invoice all residents monthly to communicate the current and/or past due amount owed.

  • Process resident periodic income adjustments as needed and prepare rent change notices.

  • Reconcile subsidy payments with subsidy providers as needed.

  • Communicate rent adjustments/arrears with payee services as needed to ensure accurate rent is received.

Data Management

  • Utilize Boston Post property management database to enter and maintain all required data.

  • Provide maintenance and janitorial budget oversight to ensure program is operating within budget as year progresses with aim to underspend by 5%.

  • Submit weekly updates to program leadership team regarding vacancies/applicant & unit-turn progress, rent arrears, and condition of unit/building.


  • When units vacate, coordinate with CHA and referral partners to add qualified applicants to interest list and maintain partner and funder commitments when filling vacancies.

  • Complete all lease paperwork prior to new residents moving in.

  • Complete income certifications prior to offering a unit to an applicant and perform tax credit income re-certifications for all residents annually.

  • For residents with subsidy, submit move in documents and receive approval prior to lease-signing and submit all annual income updates and periodic income adjustments as they occur.

  • Complete monthly, quarterly, and annual compliance reports as required by funders, as well as facilitate on-site funder monitoring inspections, including necessary preparations.

  • Adhere to all local and federal Fair Housing requirements & Landlord Tenant Laws.

  • Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Directly supervises up to 1 or more employees. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; monitoring performance; rewarding and disciplining employees; and addressing complaints and resolving problems.


  • Demonstrated knowledge of best practices in housing operations, laws, and compliance

  • General bookkeeping; understanding of monitoring budgets is a plus.

  • Strong attention to detail with excellent organizational skills; efficiently and effectively manage multiple priorities.

  • Strong collaboration skills to work calmly and collaboratively with program staff and program residents.

  • Ability to communicate and work effectively with individuals from diverse economic circumstances, cultural and ethnic backgrounds, physical and mental abilities, and sexual orientation.

  • Excellent written and oral communication skills with ability to communicate effectively about technical problems and solutions. Strong problem solving, time and project management skills are required to be successful in this role.

  • Ability and aptitude with technology necessary for successful day-to-day functioning in business environment including various databases, Microsoft Office Suite including Word, Excel, Outlook, etc., and Internet technology.

  • Valid WA driver’s license, proof of insurance, and a driving record that meets Compass standards, REQUIRED.


  • A Bachelor’s degree is strongly desired, Master’s preferred in business or related field. Or relevant work experience, certificate and/or equivalent continuing professional development or education.

  • A minimum of 2 years’ experience in property management is required; knowledge of Boston Post or related property management database preferred.

  • Experience with affordable housing management is preferred.

  • 2+ years’ experience working in a regulated/compliance environment preferred; knowledge of tax credits, WSHFC, SHA, HUD regulations also preferred.

  • 1+ years’ experience working in peo ple management as a supervisor or lead, desired.

  • Familiarity with issues of homelessness, mental illness, substance abuse, sexual assault, and/or domestic violence, desired.

  • Travel to program sites and meetings outside the office and around the county are necessary.

Mental efforts like attention to detail, interacting with others in-person and through email, using critical thinking skills to strategize, develop and implement business plans, create and edit documents, listen and participate verbally at meetings.
