Responsibilities

The primary purpose of this position is: Provide professional financial management oversight on compliance, interpretation and implementation of a wide variety of policies, regulations and directives as they pertain to the continued deployment and long-term sustaining operations for the Defense Travel System (DTS).

  • Lead Defense Travel Administrator (LDTA) for DTS and Reserve Travel System (RTS) for all users assigned to the wing/group.
  • Conducts various reviews to assess organizational performance.
  • Reviews and evaluates financial policies related to travel and transportation entitlements to determine their effectiveness and consistency.
  • Independently performs tasks necessary to ensure all aspects of an organization's DTS processes function as intended, documents are available for review as appropriate, approving officials are able to successfully approve documents, and obligations and payments process as authorized and expected.
  • Provides DTS training to all personnel supported by the unit. Receives and maintains access to the 0Enterprise Web-base Training System (EWTS), develops course plans, develops or locates handout materials, ensures equipment is operational and develops and maintains written training guides.

Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, the specialized experience must have been as the GS-07 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience include comprehensive and detailed knowledge of the exceptionally large and complex Defense Travel System. Analyze organizational database structure and the interfaces with existing and future financial management systems. Knowledge of how DoD force structure changes affect the DTS database structure and how to efficiently modify the DTS database to support force structure changes.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-07 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the internal DTS relational database structure and external interfaces with other financial management systems.

  2. Ability to efficiently modify existing DTS database structures to support system enhancements, modifications and force structure changes.

  3. Ability to recognize and analyze problems, conduct research, summarize results, interpret, and apply rules, regulations, and procedures, and make appropriate recommendations,

  4. Ability to effectively communicate orally and in writing.

  5. Knowledge of policies, processes, procedures, and regulations governing travel, transportation and accounting processes.

  6. Ability to conduct studies, analyze data, develop alternatives, and make recommendations to resolve DTS problems.**

PART-TIME OR UNPAID EXPERIENCE*:*Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
