Doyon Security Services Security Captain in Anacortes, Washington


JOB SUMMARY With limited supervision from Security Director, the Security Captain provides the overall supervision of the Denali Universal Services (DUS) Security workforce at the Andeavor Anacortes Refinery. The Security Captain is the primary point of contact with the client’s representative for all matters related to the execution of the contract. Additionally, the Captain manages the workforce, issues task and post assignments, and performs administrative duties such as payroll reports, evaluations, and training. The Captain must be available to respond to emergency and non-emergency situations at the facility.


  • Minimum of four years of experience in law enforcement, military police or other applicable military occupational skill, corrections, or private industrial security company, or a combination of these within the past eight years. Exceptions will be considered based on demonstrated skills.

  • Three years of prior management experience in position(s) of increasing responsibility that required sound decision making and incident/event management

  • Must possess at least intermediate level skills utilizing common office computer programs and processes

  • Valid driver’s license

  • State of Washington Armed Security Officer license or able to obtain within established timeframe

  • Transportation Workers Identification Card (TWIC) or able to obtain within established timeframe

  • High school diploma or equivalent

  • Minimum 21 years of age

  • Able to proficiently speak, read, understand, and write English and communicate in a manner others will understand


  • Advanced knowledge of 33 CFR 105 and Port Security practices

  • Knowledge of TWIC program

  • Knowledge of developing Security Post Orders pertinent to a Refinery and Port/Maritime facility

  • Knowledge and ability to develop and maintain a Security Officer Training Program

  • Advanced skills utilizing common office related computer programs Possess a Washington State Private Security Guard Trainers License or able to obtain


  • Excellent ability to interact with client representatives, workforce, customers, and DUS management

  • On-call availability 24/7 to respond to security issues as needed

  • Directly supervise the Security Sergeant and workforce

  • Manage day-to-day operations and oversight of the DUS security workforce within the facility to include work schedules, training, uniform orders, equipment orders, perform personnel actions to include recruiting, involvement in the hiring process and initial training, and other associated tasks

  • Plan and conduct training for the workforce in accordance with the requirements of 33 CFR, Facility Security Plan, DUS’ HSE program, and other applicable guidelines and policies

  • Provide subject expertise to the Facility Security Officer, client representatives, and other appropriate parties concerning the security processes at the facility.

  • Maintain an excellent knowledge of, and the ability to apply, DUS Policies and procedures (both administrative and security), report writing procedures, and standard operating procedures.

  • Participate in the client's incident management process as required.

  • Ensure notification is made to law enforcement personnel and other emergency responders to facilitate a timely response to any emergency within the area of responsibility.

  • Utilize clear and appropriate communication skills and methods while communicating with people when providing information, mediating disputes, investigating incidents, and performing other duty related tasks.

  • Ensure timely and accurate submissions of weekly payroll reports.

  • Maintain composure and control of the situation at all times while participating in workplace discussions that could result in an antagonistic environment because of opposing opinions.

  • Conduct and document investigations in incident reports.

  • Comprehend, evaluate, and correctly respond to information received from a wide variety of sources such as client representatives, supervisors, witnesses, victims, or through a variety of other means such as face-to-face interactions, radio, telephone transmissions, and computer messages.

  • Ability to respond to the facility at any time is response to emergencies or other workplace demands.

  • Implement, manage, and maintain the Security Quality Assurance Program.

  • Oversee the DUS Mentoring Program for Security

WORKING ENVIRONMENT The majority of work is performed in and around an oil refinery with a wide variety of people with differing functions, personalities and abilities.

PHYSICAL DEMANDS The employee’s work requires routine walking, standing, bending and carrying items. Applicant will be required to successfully complete a post-offer, pre-hire physical and WorkSaver exam. The criteria for the WorkSaver exam includes, but is not limited, to the following.

Note: As a warm up, all applicants will be required to complete a three minute aerobic step test before completing the following criteria.

  • Floor to Waist Lift Test: While wearing a 10 lbs. weight belt, lift 50 lbs. x 2

  • Floor to Shoulder Lift Test: While wearing a 10 lb. weight belt, lift 40 lbs.

  • Floor to Crown Lift Test: While wearing a 10 lb. weight belt, lift 25 lbs. x 2

  • Grip Strength Test: While wearing a 10 lb. weighted belt generate a grip strength of at least 65 lbs. with the dominant hand

  • Two-Handed Carry Test: Carry 50 lbs. with two hands while wearing a 10 lb. weight belt for10 feet x 2

  • One-Handed Carry Test: Carry 50 lbs. with one hand while wearing a 10 lb. weight belt for 10 feet x 2

  • Walk Test: Walk on level surface while wearing a 10 lb. weighted belt at a steady pace for 500 ft. x 2 with good balance and coordination

  • Stoop Test: While wearing a 10 lb. weight belt, from standing with legs straight (no bending of knees) bend over at the waist and reach towards the floor x 5, self-paced, continuous

  • Twist Test: While wearing a 10 lb. weight belt, perform 10 alternate cross over toe touches x 10 each side, self-paced, and continuous

  • Sustained Kneel Test: While wearing a 10 lb. weighted belt, from standing, kneel sustained for 3 minutes on one knee, return to standing, and kneel on opposite knee sustained for 3 minutes

  • Repetitive Kneeling Test: While wearing a 10 lb. weighted belt, kneel on one knee and stand. Return to kneel on opposite knee. Repeat kneeling sequence x 5 for each knee, self-paced, and continuous

  • Sustained Squat Test: While wearing a 10 lb. weighted belt, perform a sustained functional squat for 30 seconds at 70-90 degrees of hip flexion

  • Repetitive Squat Test: While wearing a 10 lb. weighted belt, functionally squat x 5, self-paced, and continuous
